The freeze is attached to the agreement currently being debated. So if the agreement is approved, the freeze would become effective Jan 1, 2018. It would prevent switching of aircraft for 18 months except for upgrade or if a new base opens up.

That being said, for all the Pros and Cons in this TA, the pilot group consensus is “meh” at best.
