You still aren't understanding this correctly. Everyone senior to you on the 175 doesn't get released from a training freeze. Only pilots who actually get displaced aren't subject to a training freeze. I don't know where you're getting this everyone senior on the jet gets released from a training freeze. It's really simple, if an FO gets displaced to CA, it'll be to an unfilled CA vacancy. Which pretty much means they'll be displaced to LGA 145. There's no training freeze, but you still can't bid jet to jet. It's not the logistical nightmare that you're are mistakingly making it out to be.
