That waiver section you posted refers to instances where the company unilaterally cancels somebody's current training freeze. In other words, they couldn't cancel an assistant chief pilot's training freeze as a favor without cancelling everyone else's senior to them in the same seat. It is not the same as a displacement where no training freeze is applied to the displaced pilot alone.
