The IACP's legal counsel advised against it as well because of the potential of precedent for everyone with past and future awards. Bob's successor was also against the change as well IIRC.

Bob was a good man and very savvy but I think he let emotion get in the way of this one from a legal standpoint. i.e. not following DK's recommendations.
