When a FO leaves, he is replaced by a new FO. Nothing changes until a captain leaves.
Since the older FO's aren't going anywhere, the age 65 rule getting rid of them actually hurts the company. What the company needs is a "no captains over 65" rule.
Getting rid of pilots with the looming pilot shortage.....? The short term savings might be over-shadowed by a long term reality.
