What I don't know is whether he is still eligible for a CPL based on mil flight training. If he already got the CPL, he can keep it for sure. This is why you should get the CPL immediately after wings.

I don't know if he still has R-ATP eligibility.

You'd have to read the FARs re. the last two. If they don't specifically remove R-ATP eligibility due to removal from mil flight status, then he should be good to go on that.
