1) Do you have a pulse and FAA pilot certificate
2) Yes
3) With another regional, yes, avoid Messa at all cost
4) It will depend on what time your trip starts and finishes (I doubt there are many flights that will arrive in time for early report times, with the exception of FedEx where you go to MEM and depart at 0200-0300 LCL). With seniority you will be able to hold more commutable trips with later reports/earlier release times. Then you need to consider the number of flights required per the commuter clause.
