That is incorrect, as all you need is a crashpad address within 100 miles of HKG to get the benefits of the "enhanced" LOA. Have apartment in MNL and crashpad apt in HKG and you get the 2700, etc. Anyone who commutes would be silly to not list an address in HKG.
