Your best bet is email your resume, making sure you meet all qualifications for the job, 12 weeks before their next ground school (see the "ravn crews" website for their next ground school date), follow up email the chief pilot a couple weeks later if no response, second follow up email the chief pilot a couple weeks after that if no response, then buy a "cheap" ticket to their base in Anchorage a couple weeks after that and walk in your resume if still no response. They get a lot of applications for a few spots, so it pays to go the extra mile to show how much you want the job. Personally, I would recommend building hours by flight instructing but there are pros and cons to both. The job at Hageland definitely pays enough as an SIC to be worth paying the money to visit in person. You can always find someone that works there on this site, get to know them by PM, and then ask them for a referral after at least talking with them.
