No, they aren't.
The wholly owned regionals have flow through agreements. You interview with Piedmont, PSA or Envoy, not AA. And to get accepted into their cadet program, you have to at least be a CFI.
Much different than telling all of Endeavor to go kick rocks, while making an agreement with a 17 year old to fly for Delta in a few years.
