14 CFR 119.1(e) provides for several exceptions that do not require an operating certificate - these being the entry-level Part 91 jobs such as flying skydivers, aerial photography/survey, powerline/pipeline patrol, traffic watch, fire spotting etc etc.

One of these items is emergency mail service. Does anyone here know if this is something that is still done in small airplanes? Or is this an outdated artifact left in the regs?
