You can look to the FA union for that problem. Instead of creating an ISL now, which would have avoided "Furloughs", they chose to keep them separate. More people would have volunteered to go to the CRJ than were necessary for the operation. The FA union refuses to merge lists until there is a JCBA because the CRJ dues are contractual and they would stand to make and additional $154,800 per year by finally ending the CRJ contract. The union is using "Furloughs" as a way to pressure the FA's to vote in a contract, no matter how terrible it is.
