You argue out of both sides of your mouths with generic statements.

If there are individual FOs who are unable to serve as captains, their fellow pilots should make it known to the company and to the union.

Neither of them (Neither Envoy nor the union) wants to see an air accident after they signed off on a captain at 1,000 hours of 121 time.
