What a foreign carrier can do is have their local CAA request the FAA provide verification of the named pilot. This verification is a letter that states what ratings the pilot holds.
Actually what happens more often than not is the applicant has to get letters from the FAA him/herself. One would be a verification letter and another is a no incident/accident letter.
One comes from AFS-760 Airman Certification and the other from AFS-620 Aviation Data Systems.
