However, you are incorrect here.
The SAPA bylaws require a pilot wide vote for any pay adjustments. The part of the TA you are referring to does not change that.
This was confirmed multiple times by SAPA.
"SAPA and the Company have agreed to review the First Officer Year 1 pay scales on a yearly basis. Upon mutual agreement between SAPA and the Company. the First Officer year 1 pay scales may be adjusted
with or without modifying the remaining Pilot Policy Mnaual."
What was also removed with this TR was that the max first year pay isn't now capped at $36.50
