That does not mean it won't happen, and does not mean the pilots get to vote on it.
This was posed as a question multiple times to RC in various conference calls and the message was always the same - there needs to be a pilot wide vote.
Did he lie to us? Are there other back doors to get out of it? Maybe but that would be a major violation of trust.
