I thought it went through the initial bid and awarded your weeks until all your vacation was used up? Or, do I bid the second week on the secondary bid?

You can't bid two seperate weeks on the first bid. You can specify to use your second week attached to your first week in the bid if you want. Otherwise you use up the rest of your weeks on the subsequent bids.
