How many people are getting stuff dropped for 117 block limits in a month or a year now? I’d bet it’s a single digit percentage.
-Wrong.. 117 is used in conjunction with FAR (121.471) and your contract to set parameters for PBS.

- Dropped? With PBS zero, simply because it will not let you fly, bid, or swap for anything illegal or whichever parameters PBS is set too.

What PBS will do is this.. let saay you’ve been flying 90 hour lines for 10 months, you’re at 900 hours of block, PBS will now consider the fact you can only fly 100 block hours over the next 2 month. It will now limit you to 50 hours per month. If you have monthly guarantee that’s great, you’ll get your guarantee if you don’t, well guess what? 50 hours of pay.
How about vacation?? Oh your vacation starts on Fri? Good we can legally fly you till 23:59 on Thursday.. End on Wends? Great 5AM report on Thursday.
