WS max picked up limit applies but they aren't assigned 24 hour prior. They normally get assigned for same/next day trips after the 0700 PCS run. OOBWS only goes ahead of an in base SC reserve pilot so for the OOBWS to get awarded > 12 hours out they would have to be out of in base long call pilots.
