The key word there was *leading*. Not run of the mill engineers or scientists. There are some people so specialized they don't have peers. Those are the people those visas should be reserved for. An ATP is an ATP for most purposes, so there aren't *special* or *leading* pilots that would need that visa. Maybe some very specialized training/test pilots, and I'd be fine with them being allowed to work here. Your run of the mill line pilot shouldn't be replaced with someone on a visa, just like run of the mill engineers or scientists shouldn't.
