I have a great idea, rather than dishing out fines, why not reduce the number of aircraft allowed in to the capacity that the facility is designed to handle. Perhaps just below the maximum.
Award landing/departure slots by a lottery of sorts. Anybody wanting a slot puts their name in a basket, and they're drawn to set up the hourly banks. This drawing is held on a regular basis to allow the carriers to adjust their schedules to seasonal changes. Once drawn, slots may be traded/purchased but can not be increased. Don't use your slot? It goes to another carrier.
