Ok you safety experts can fight this out now and decide why one Captain should have turned an airplane down while another didn’t. Personally I support the regulations which give him or her such an authority.
Understand ... I too have signed off applicants under the guidelines of the PTS/ACS which establishes a minimum standard. Nowadays I go beyond the minimum on Flight Reviews and IPCs ... Tell the potential customer up front what I require ... A lot of people want just the minimum, which is fine, and go to someone else.
I also support CAPTAINS athority and don't abuse it.
