Sounds like the military. Keeping the maintainers current to do high and low power turns was a huge PITA. Easier to just stick a pilot in the seat. Some of those guys had more time doing low power turns than I had total time.
Pilots can only do idle runs. High power runs or anything above idle is a maintenance function.
