The point again: It's entirely plausible and in fact common (until very recently) to complete 20+ years of military service with an alcohol problem. It would be much harder to be a regular consumer of the small handful of other substances which are subject to random screening.

I am in no way speculating or commenting on what the news says happened, or what actually happened, because I have no idea.
