I have not found that to be true. I had last year's iPad PRO and now also have the brand new Company iPad PRO (current model) I think the Company iPad is snappier and more responsive than my 14 month old personal iPad PRO.
And from what I know about iOS, if any app is not running, it has no effect on the speed of other apps which are running.

We've started having issues here at 9E with the latest few company updates with the Jepp app, and others. What was once instant, now takes 5-10 secs to open. This is still night and day better than the surface.
