That rate includes health insurance and pension savings.
It's also nice to be a fairly small (approx 5million population, just slightly bigger than the Minneapolis/St Paul metroplex) homogeneous population with access to $$Billions of North Sea oil revenues which they have dutifully squirreled away in a giant trust fund that now throws off $Billions that they can now spend on government services, healthcare, and pensions.
