If wrong, please correct. If correct, for sequences in a line schedule that end in a DHD, this will improve your chances of getting home because the flights aren’t usually booked full several weeks out (I’m less clear on those that get assigned to a sequence that was part of a line schedule on shorter notice though). But yes, as I understood the email, for the DHDs that are created on short notice like a lot of researve assignments and reasignments after cancelations, this is just a different way of doing things... some good in it and some bad in it, nothing to get excited over.
Those Scheduled A3s you could always import into your PNR and get a seat right away. So not much of a difference there.
The painful part will be the reserves not getting a deadhead for 5 hours...because its just a deadhead they can extend that for a long time. You can always call CS and try to get out earlier, but then you need to call them a second time once given a seat. A that time they could pull you off the flight if you are in a hub and your call reminded them you are available for a turn that just popped open.
