I don't think Envoy is facing a recruitment problem, it seems like the bottleneck is getting enough captains right now, with many people avoiding flying to avoid being assigned LGA 145 CA.

They probably will have recruiting issues in the future though for fundamentally the same reason, no one wants NYC.
