The DA with jurisdiction hasn't filed a criminal complaint. That doesn't mean he didn't consider it, or that an investigation isn't in progress, or that the victim didn't request that the DA pursue the matter. None of that is public info until it goes to a grand jury.

Contrary to popular belief, victims do not "press charges", the DA does that. I think a few jurisdictions allow a victim to present their case to a grand jury if the DA does not.

DAs only pursue cases they can win, although sometimes they have to try a high visibility case regardless due to politics.
