A duty station (if big enough) will have its own reps for the programs. It's currently in it's infancy.

I've heard that at some places the RTPs have been covered based on the interpretation of the guys there. At other places, not so much. Here's the reg. Department of Defense Instruction (DoDI) 1322.29, Job Training.

It's a lot of leg work but definitely worth pursuing.
