I personally have no problems with street CA’s, but if they want to send street CA’s right into the CA seat just run a bid monthly so everyone else that wants to upgrade that meets the hours also has the opportunity to goto class. Obviously they don’t want to run monthly bids for the obvious reasons that you pointed out earlier.
If you see this happening then contact the union and those FOs that preference bid a CA spot will be CA pay protected. It happens from time to time. A NH getting DFW 145 while others sit in ORD waiting for a base transfer. Those guys got some protections due to the out of seniority shenanigans the company did.

Currently we have no CAs on the line that wasn't awarded it on the last bid.

Side note: during a bid the order or training goes in seniority of preference bids followed by reverse seniority of displacement bids. So if getting Ca seat first matters then preference bid it.
