I agree, but like everything else, details matter. I have heard people in management say REALLY stupid things. I remember one DO say that I should have continued to the destination after our only pack failed right after takeoff because, "You had passengers on board and it looks bad if we can't get them to their destination." That is a pretty dumb thing to tell someone and I could see a new hire then thinking that we must get to the destination no matter what if there are passengers on board. He would also spend most of his ASAP presentation saying that if it turns out you did make a mistake, then your ASAP is not "get out of jail free card" (true, but to a pilot that has never had ASAP, that is not the thing to stress).
I could easily see some middle-level HR rep who is scared that the press might get a hold of this and simply say, "Don't tell anyone about this until we are finished investigating it." From the HR rep's point of view, a police report could get in the hands of the press and make the HR rep look bad, so they leave the request to "not tell anyone about this" vague.
