That's the way AS management approaches every problem. I knew a Capt whose airplane was improperly decided. When he wanted to file an ASAP report he was directed by the FODO not to because the FODO "would take care of it."
Since the third member of the ERC is FAA they obviously didn't want the Feds to know that their deicing training was lacking at this ground station as a minimum.
Their operating philosophy has been,in the past, "If no one knows about it, it didn't happen." This case appears to demonstrate that philosophy hasn't changed.
