The company is in a predicament. There was a grievance filed over the company awarding new hires captain slots, that is why everyone is awarded FO now. So company has to either (A) negotiate with ALPA and actually follow through with what is negotiated, (B) have more frequent vacancy bids, or (C) have DECs spend 5-6 months in training.
