Not doubting that what the OP wrote, but from a PR point of view, how would Delta explain it to the public if there were an incident/accident involving the pilot who Delta hired with 4 check ride busts, no how matter how insignificant they may seem to you or me. We live in a transparent world where everything is put under a microscope and this would be very difficult to explain away.
