I know its a few pages old. But old 121 required all commercial activity to be counted. Cargo 121 still requires this as they do not fall under 117.

Passenger 121 operations strictly and solely fall under pt117 rules now, when it comes to flight time. 117 only counts times flown for a certificated operation, which would include a pt 141 flight school, 135, 91k, 121, etc.
