The way I see it, tip if you want, don't tip if you don't want.

More importantly, stop judging others for something that has absolutely no effect on you. Maybe the person that doesn't tip is just cheap, maybe they have some extenuating financial situation that necessitates them saving every buck they can. If you stress about your fellow crew members tipping, you really need to reexamine your priorities.
