In this LGA ILS 04 case you hand fly it to the published minimums which I think is one mile from memory anyways (I think).
But Limitations (at least on 320) are AP or FD is required when <4000.
Then NOI paraphrased says: If operable and not restricted by a note on the approach chart, both the AP and FD will be used if < 4000.
So if your AP is inop it's published CAT 1 minimums with FD on.
