If you're really in a hurry and can move take a look at the Southwestern USA, maybe the Phoenix area. Best flying weather. I attended Air Force Pilot Training in that area, and of the 5 or so training bases we had by far the best weather. Very few days we could not fly. Hotter n'hell thou in the summer.
The base I was at was called Williams AFB, it's now civilian Williams Gateway. I went there a few times with NetJets. Looked like they had a bunch of training aircraft there. I saw single engine/simple/complex and multi engine all in the same colors.
