To add to what LTD said, the reason back dues are required is because of the agency fee, which was instituted due to the increasing number of folks who either resigned from APA or who wouldn't join. I believe ALPA has the same deal.
What a lot of AA pilots were proposing was a "dues amnesty" which would encourage a lot of folks " on the fence" to join when recalled. Only thing is, APA's constitution and bylaws don't allow that from happening. Whether they can be changed/waived is beyond me, but there are too many folks with too many different issues to even make a "dues amnesty" close to fair for everyone involved.
To reiterate what I've been saying all along, APA does not differentiate between a furloughed pilots' background or previous airline - they are ALL furloughed AA pilots and APA will fight, as always, for LOS with this new contract. And now we have this resolution, which will hopefully also help in the unity ramp-up.
