It has to do with allowing our guys who have been living in some of these less than desirable locations a chance to transfer to a better location. As we hire new guys, the guys who have seniority will have a chance to transfer.
So if one has a few years as a civilian federal employee in another agency would that time count to the seniority system? is there other criteria like qualifications, hardships to get a transfer?
