If a senior secondary line holder's build is going to be affected by what trips or R-days someone junior might "need" to make their line legal, then that doesn't sound like building the secondary lines in seniority order. That sounds like some kind of global system which is what we used to have and that doesn't comply with the very straightforward language in section 25.D.2.b:
"Secondary lines shall be constructed in seniority order during the Secondary Working Window(SWW)...."
As I said though, time will tell.
