I was on LC today and was passed for a GS. I thought that 23.O.12 would apply, but ALPA tells me that is a carry-over relic of the contract that was not properly updated when FAR 117 was published. ALPA is correct.
You have to have 10 hours of rest before starting a FDP. Since you are not at rest when on long call, the min report time to a trip assigned when on LC is 10 hours. If the report time is 12 hours or more they would just give you a regular reserve assignment.
