Two things here. One the coverage ladder does not apply for a delayed flight. It applies during the award process as the rotation was originally constructed.
On the GS award the contract never trumps the FAR’s. FAR’s take precedence.
Didn't know his flight was delayed at the time I replied. Also aware that the FARs would always take precedence over the contract, just felt odd that such an obvious oversight was still in the contract if it indeed violates 117.
