not necessarily.
In NY you can go to court to fight it, 9/10 times they just lower it to a parking violation ( or some other kind of non-moving violation) send you to a saturday morning driving school and fine ya $50-100. they do that then the municipality gets the money and not the state. not that i would know any of this from experience
