FEDEX also has stipends for foreign domiciles. But not for US domiciles. Primarily for education, as in private schools. Guam would qualify. San Francisco would not. And yes, Guam is a US Territory. But it's not a state like California and at 4600 miles from the US mainland, not reasonably commutable. That's why it has it's own LOA, which btw exempts it from some of our work rules.
