First, you're not clear. I'm saying if people want to change their S3 to S2 at 31 minutes prior to departure that is fine. I'm not sure where you came up with the rest of your manifesto but it's certainly nothing that I ever said or insinuated. Since you seem to know me so well, I was hoping maybe you could offer some unsolicited advice on my finances, religion, and politics as you seem to have such a firm grasp on my family life.
Finally, answer the question. Why is it OK for me to fly an OOBWS (or one of a myriad of examples) which benefits me at the expense of others but I can't change my S3 to S2 (at the expense of others) if it looks like I won't make a flight?
