The market changes month to month. The only reason I would have signed up early is if they paid me. Some do that if you're in approved programs. It's not much, but its money you didn't have.

Otherwise, I would just keep your ear to the ground paying attention to what's going on with the regionals you like, then you can make an educated decision when its time.
