Putting out a communique would only bolster the assertion that there are people like you who don't read their own PWA but demand to be saved from their self-inflicted mistakes. If people are ignorant of contractual provisions (as you confessed to being), putting out a communique merely helps to inform them that "Hey, this provision is in the contract." Use it at your own peril and/or here is how to protect yourself.

At some point, like many of us have, you have to own up to your own scheduling mistakes and learn from them...and not blame others. Next time you choose to YS, make sure you read 22.S (including exceptions), 22.T, 22.N and 22.O. If you decide to GS, might I recommend you read 22.S (including exceptions), 22.Q, 22.U, 22.N and 22.O. If you have questions, contact your local sked rep or the Sked Comm first.
