That could very well could be true...which leads to a whole other problem if that was the case.
Back when I was in the USAF the whole scenario was constantly discussed. Even sitting five minute alert you were still notification time plus five minutes behind the guy. Then, assuming a populated area like SEA, how do you SAFELY shoot him down. A stream of 20 mm can do a lot of damage in a populated area. A missile dropping a flaming Q400 onto West Seattle ain't good either.
